In a historic move toward digital governance, Haryana is set to become one of the first states in India to implement 100% paperless property registration. Financial Commissioner and Disaster Management, Dr. Sumita Misra, announced that, as per the vision of Chief Minister Sh. Nayab Singh Saini, the paperless deed registration system will become mandatory across all 22 districts of Haryana from November 1, 2025.

Phased Rollout for Seamless Implementation of Digital Property Registration in Haryana
To ensure a smooth transition, the Department of Revenue has adopted a phased rollout strategy:
Phase I – Launched on September 29, 2025, from Babain sub-tehsil, Kurukshetra.
Phase II – Commencing October 28, 2025, in ten early-adopter districts: Ambala, Yamunanagar, Karnal, Rewari, Mahendragarh, Faridabad, Fatehabad, Palwal, Jind, and Jhajjar.
Phase III – Remaining districts including Bhiwani, Charkhi Dadri, Gurugram, Hisar, Kaithal, Nuh, Panchkula, Panipat, Rohtak, Sirsa, and Sonipat will adopt the system by November 1, 2025.
This structured approach ensures administrative efficiency and jurisdictional accuracy, minimizing any disruption during the transition.
Features of the Online Deed Registration Portal
The new digital property registration in Haryana integrates all aspects of property registration through a user-friendly interface. Key features include:
Secure OTP authentication for identity verification.
Guided Sale Deed forms for easy completion.
Digital upload of supporting documents.
Online appointment scheduling with Sub-Registrars.

The system supports all property categories including residential, agricultural, government, panchayat, and defence-owned lands, as well as apartments and co-ownership transfers.
Distinct workflows have been designed for rural areas, urban areas within municipal limits, and urban areas outside municipal limits, ensuring accurate registration across all jurisdictions.
Multi-Level Verification for Transparency
The portal employs a three-tier verification system:
Registration Clerk 1 (RC1)
Registration Clerk 2 (RC2)
Sub-Registrars
Each level involves digital signatures, photograph verification, automated notifications, and secure online payment integration. Citizens only need to visit the registration office once for final biometric verification and deed execution. Upon approval, the system automatically generates three copies of the registered deed:
One for the citizen
One for official records
One transmitted electronically to the Patwari for immediate mutation and land record updates
Instructions for a Smooth Transition
Mutation Entries: Must be incorporated before October 25, 2025.
Stamp Papers: Citizens are advised not to purchase new physical stamp papers; existing ones can be used within one week of system launch in respective districts.
Training & Support: Training sessions for District Registration Officers (DROs) were conducted on October 23, 2025. Six IT software engineers are deputed division-wise to provide on-ground technical assistance.
